25 august 2018 10:00 am saturday ps: the clue's in the name the irish poet dennis o’driscoll (1954-2012), writing in the spring 1997 edition of thumbscrew, excoriated the back-scratching of a new breed of careerist poets, not least that on view at assorted competitions for versifiers. “tell me who the judge is,” he wrote, mercilessly, “and i’ll tell you who the winner will be.” it’s much the same with the assorted “surveys” and “reports” purported to provide the raw material for “evidence-based policymaking”. tell me who carried out or commissioned the work and i’ll tell you what it says. an education union or institute looks into whether exams are over-stressful for pupils and teachers. a trade union researches workplace bullying. a business organisation surveys whether regulatory red tape is hampering enterprise. what would each of these efforts conclude? to ask the question is to answer it. this has been quite a week for anti-alcohol fanatics at home and abroad. on thursday, a joint report by the institute of alcohol “studies” (institute of drink-hating rants may be a more honest name) and that odd collection of killjoys at sheffield university from whom we hear from time to time, foaming at the mouth about britain’s “drink problem”, came up with the truly ludicrous claim that about two-thirds of drink-company revenues come from the quarter of the population that drinks too much. in this context, “too much” means more than the risible “guidelines” unveiled a couple of years ago and widely laughed at and quite properly ignored. as christopher snowdon, of the institute of economic affairs (iea), discovered with indefatigable use of the freedom of information act, the “guidelines” were simply made up (as, to be fair, had been the previous, marginally less restrictive, advice). so first the fanatics invents a laughably low limit, then rip into drinks companies for selling stuff to people whose consumption exceeds it. this is all total nonsense. undeterred, the daily mail declared: “fury as alcohol firms cash in on heavy drinkers”. apart from the fact that the only “fury” came from the fanatics themselves, why does the mail think it a good idea to make nice to the sort of people who not only don’t read the paper but actively hate it? come friday, and we were told by the bbc that a “large new global study published in the lancet has confirmed previous research which has shown that there is no safe level of alcohol consumption”. the lancet, eh? tell me who published the study, and i’ll tell you what it will say. yes, it confirmed some previous research and contradicted some other. the iea responded magnificently here . i'm a great fan of the think-tank when it is defending individual liberty, rather than trying to persuade us that big business comprises a disgracefully-persecuted minority. anyway, authors of the "global study" want governments round the world to promote teetotalism. they would do. bossing the rest of us around is how they get their kicks. to be fair, at the end of a long item on its website repeating the claims of the “study”, the bbc did end with this: “yet professor david spiegelhalter, winton professor for the public understanding of risk at the university of cambridge, sounded a note of caution about the findings. "given the pleasure presumably associated with moderate drinking, claiming there is no 'safe' level does not seem an argument for abstention. there is no safe level of driving, but the government does not recommend that people avoid driving.” too true. no safe level of swimming or flying either. the excellent professor concluded: "come to think of it, there is no safe level of living, but nobody would recommend abstention." saturday miscellany apparently, radio 4 is losing listeners in droves. is anyone surprised? once the home of wit and erudition, it is now full of ideological bilge (that curious british state ideology about which there is nothing, whatever critics may say, especially liberal or left-wing), unfunny “comedians” and programmes such as that i happened upon on thursday morning. i heard a woman speak just one line, but that was enough: “our hair has become politicised, no-one can deny it.” over to radio 3, for dvorak, brahms, prokoviev… will my bank start talking english again? a little while ago, my current account was rebranded an “advance account”. i paid no attention, but ringing a call centre i am now told by a recorded voice that all advance specialists are busy. advance specialists? don’t you mean bank clerks? far worse is being told by the same recorded voice that callers to the bank are experiencing longer than usual “wait times”. i think they mean “waiting”. to end where we began, with that long—ago edition of thumbscrew. to re-read the whole piece (“pen pals: insider trading in poetry futures”) is to recall that dennis o’driscoll was a great prose stylist, let alone poet. his fellow poets, he wrote, would be the first to protest were their craft’s low ethical standards “to be revealed in politics or business”. a very sad loss indeed. thanks again for reading and enjoy the weekend. [email protected] europe didn’t work, by larry elliott and dan atkinson is published by yale university press august 25, 2018 in author: dan atkinson | permalink | comments (0) share this article: digg it del.icio.us reddit newsvine nowpublic stumbleupon facebook myspace fark -- 18 august 2018 10:00 am saturday ps: happy campaigners should you want a completely unbiased, utterly objective view on anything, go to a campaign group. no, really. on tuesday, the bbc told us that the government’s planned “new deal” for people renting their properties “doesn’t include building a single home – a detail being heavily criticised by campaign groups”. it’s the same old, same old, of course – on any topic, from the environment to mental health services, any government initiative will be “cautiously welcomed” by campaign groups or charities in the field followed by the warning that it “does not go far enough”. this is especially pronounced whenever the initiative in question involves bossing the rest of us about – “tackling” obesity/binge drinking/hate speech/you name it. in part, this is a natural consequence of government having made itself responsible for just about everything, from ending loneliness to increasing the number of girls studying science subjects at school. in part, it is an elemental desire for “campaigners” to feel important and hear the sound of their own voices. why anyone should, other than in extreme cases, wish to join a campaign group is a mystery to me, but it’s a free country. what is wrong, however, is treating campaigners as neutral observers offering an objective view. james buchanan, the novel prize-winning economist who developed what is called “public choice theory”, has been taking a bit of flak recently. buchanan, who died in 2013, is accused of undermining democracy by proposing higher hurdles than a bare majority before voters can help themselves to the money and property of the wealthy minority. i don’t go a bundle on any of this myself and, at the risk of antagonising buchanan’s very large fan club, i would suggest the great man somewhat muddled up two different things. one of them is the supposed need for constitutional safeguards to prevent voters exercising one type of public choice, using the ballot to further their own material interests. the other, with, i suggest, much more resonance in our own time is the insight that public officials and similar (such as campaigners and charity bosses) are no less prone to acting in their own personal and institutional interest than are business people. philip booth of the institute of economic affairs put it this way: “the basis of public choice economics is that we should not assume that there are two types of human person. that is, we should not assume that people can act in their own self-interest in markets but that they always act in the gener
